I think Enel is a mixture of tropes, the villian who sees himself the hero, god complex villians, etc. But it makes sense, as far as Enel is concerned, the world is in shambles due to the existence of Skypiea, with Enel not knowing that a number of people in about the single digits on the main lands know of skypiea's existence. They also are by no means in shambles, but Enel thinks that by doing what he's doing, he'll save human kind from the evils of the Skypieans, then he can return to wherever he believes his Heaven is, and continue his godly work. Really strangly noble goals

I like the idea of the pretender theory because it also fits with the official French translation of « mo ». They translated it a « se » which invokes the idea of someone carrying out an action that affects themselves. And given the « among you »(« parmi vous » in French) part preceding « mo » I think the full phrase in French could translate to « parmi vous se cache… » which means amongst you someone is hiding.

I think theres a lot to learn about Crocodiles character in just him saying "probably not" to the world government allowing him to overthrow them. Crocodile is dangerously manipulative, just not in the same way that dio from jojos is manipulative, Crocodile doesnt convince people to join his side willingly, he convinces them to join him under threat of being destroyed, Crocodile would definetely have waited till he had loads of power on his side, yknow, people with billion beri bounties. Then he'd have walked up to whoever he had to speak to to get the World Government to surrender, and he would've just intimidated them.
